    Ranking 32nd of the 50 states, Pennsylvania is below average overall for retirement, but it does provide seniors the 12th best quality of life, according to an analysis from WalletHub. The state’s ranking was based on measures of affordability (40-point weight), quality of life (30-point weight) and health care (30-point weight).     Pennsylvania needs to adopt additional road safety laws, including in seat belt enforcement and teen driving restrictions, the organization Advocates for Highway and Auto Safety urged lawmakers in its 18th Annual Roadmap of State Highway Safety Laws report it released in January.
