    A Roaring Spring man angry over borough council’s decision to limit access to Plum Creek Mountain is facing charges after police said he scattered dozens of nails and screws in front of the borough building and along the roadway.     At its Nov. 1 meeting, Martinsburg Borough Council approved advertising of the 2022 Budget for 10-day public inspection. Within this budget, which was discussed at a special meeting on Oct. 18, there is no tax increase.
