N.E. Man Jailed in Strangulation

A New Enterprise man is behind bars, charged with simple assault and strangulation stemming from a domestic incident in an apartment in South Woodbury Township, Bedford County, on Jan. 7.

According to the criminal complaint, police were dispatched to the apartment for a report of a domestic dispute in progress.

When police arrived, a female victim told them that Garrett Dalton Foor, 23, had assaulted her.

The victim told police that she and Foor were in the back seat of a friend’s car, driving to her apartment, when they began arguing about money.

The victim said that somewhere along Woodbury Pike, in the area of Woodbury, Foor began choking her until she passed out.

The victim told police that when she woke up, Foor began punching her in the head, choking her a second time and again punched her in the head and arms.

The victim told police that when they got out of the car and went into her apartment, Foor choked her a third time until she couldn’t breath and then let go of her.

The victim said her phone began to ring and that Foor insisted she put it on speaker so he could hear her conversation. She told police that once off the phone, Foor again put his hands around her throat and choked her until she could not breath.

The victim said she went into the bathroom to clean up but that Foor broke the bathroom door and pulled a knife from his pants. Foor allegedly threatened to slit the victim’s throat.

Police noted that they observed bruising on the victim’s face along with multiple contusions on her head that were consistent with being struck by closed fists. Police also observed multiple bruises on her left arm. No bruising or marks were observed on the victim’s neck.

Foor was arraigned in front of Magisterial District Judge Brian Baker, Everett, and committed to the Bedford County Jail on $40,000 cash bail.
