Chris Bowers, 47, of Martinsburg, was charged by State Police, Bedford, with driving under the influence of alcohol on Feb. 12. Police were dispatched to a report of a disabled motorist on Henrietta Mountain Road, Liberty Township, Bedford County, and upon making contact with Bowers determined he was under the influence.
