Martinsburg Borough Council approved development of a comprehensive plan Monday in cooperation with neighboring North Woodbury Township, pending award of a state grant to cover half the cost. Five council members were present and were unanimous in voting to move forward with the two-community plan that will be prepared by the EADS Group, Altoona. The new plan, to replace Martinsburg’s 1972 comprehensive plan, is contingent on a $17,920 grant through Land Use Planning and Technical Assistance Program.
