Martinsburg Borough Council welcomed aboard a new member Monday evening, Aug. 5.

Council voted in the only applicant for the open board position, Charles "Chuck" Kensinger. Mayor Richard A. Brantner Sr. administered the oath of office to Kensinger.

Kensinger joins the council following the resignation of Douglas D. Smith in July. The council appointed Kensinger until Dec. 31 of this year.

Smith filed a withdrawal affidavit through Blair County to get his name off the ballot this fall, as he filled out petition paperwork in the spring to be on the November ballot. Kensinger has the option to fill out substitution papers to get his name considered to show up on the ballot for the fall.

The Blair County Republican Committee will decide whose name replaces Smith. Committee members will consider the council's recommendation from Monday night.

W. Penn Street Property

The closing for the 114 W. Penn St. property was held July 10. Council President Connie S. Lamborn signed the closing papers. The property is officially owned by Dr. Jonathan and Megan Zimmerman, owners of Zimmerman Family Dentistry in Martinsburg. The Zimmermans plan to build on the property for the purpose of relocating their business.

Richard A. Brantner Jr., borough manager, said the house at 122 S. Market St, damaged by fire June 11, will be torn down at a later date.

Brantner Jr. said a water main break on Monday, Aug. 5 at 215 S. Mulberry St. had about 12 households without water for approximately two hours.

The council voted to observe Trick or Treat from 6 to 8 p.m. on Halloween, Thursday, Oct. 31. All Blair County municipalities will recognize Trick or Treat the same evening.

The council will hold its next meeting at 7 p.m. Tuesday, Sept. 3.
