Home Rule: Its Status and Biggest Obstacle

Postponement of the home rule referendum effort has become necessary for two primary reasons.

One is that other duties and primarily the time needed for completion of the courthouse restoration project before the end of this year have limited the time needed to devote to the home-rule issue.
