Section 1 authorizes the entering into of a Cable System Franchise Agreement between Woodbury Township and Comcast of Colorado/Pennsylvania/West Virginia, LLC; Section 2 provides that the provisions of the Ordinance shall be severable; Section 3 provides that any prior inconsistent ordinances are repealed; Section 4 provides that the Ordinance shall become effective on the earliest date permitted in accordance with applicable law.

NOTICE IS GIVEN that the Council of the Borough of Roaring Spring, in Blair County, Pennsylvania (the “Borough”), at its meeting held on August 12, 2019, enacted an ordinance (the “Ordinance”), the caption and summary of which is as follows:
“ORDINANCE NO. 2019-3
AUTHORIZING AND SECURING THE ISSUANCE OF A SERIES OF GENERAL OBLIGATION BONDS, IN THE MAXIMUM AGGREGATE PRINCIPAL AMOUNT OF $3,500,000, PURSUANT TO THE PENNSYLVANIA LOCAL GOVERNMENT UNIT DEBT ACT, TO REFUND ALL OR PORTIONS OF THIS BOROUGH’S OUTSTANDING GENERAL OBLIGATION BONDS, SERIES OF 2014, ASSOCIATED WITH THE SANITARY SEWER SYSTEM OF THE ROARING SPRING MUNICIPAL AUTHORITY, AND PAYING THE COSTS OF ISSUING THE BONDS; ACCEPTING A BOND PURCHASE AGREEMENT; SETTING FORTH THE PARAMETERS, SUBSTANTIAL FORM OF AND CONDITIONS FOR ISSUING THE BONDS; PLEDGING THE FULL FAITH, CREDIT AND TAXING POWER OF THIS BOROUGH TO SECURE THE BONDS; CREATING A SINKING FUND AND APPOINTING A PAYING AGENT AND SINKING FUND DEPOSITORY; APPROVING A SUBSIDY AGREEMENT BETWEEN THIS BOROUGH AND THE AUTHORITY; AND AUTHORIZING RELATED ACTION.”.
The proposal to purchase the general obligation bonds (the “Bonds”) of the Borough, that was accepted under the Ordinance, approves a net purchase price (including underwriting discount and original issue discount or premium) of not less than 95% nor more than 110% of the aggregate principal amount of the Bonds issued. The maximum annual interest rate (and yield to maturity) on each of the Bonds is 5.0%.
The Ordinance, which was not amended prior to its final enactment, together with a copy of the Subsidy Agreement approved by the Ordinance, is available for public inspection in the Roaring Spring Municipal Building, located at 616 Spang Street, Roaring Spring, Pennsylvania, on any open business day of the Borough between 7:30 AM and 4:00 PM. The Roaring Spring Municipal Authority ("RSMA"), 616 Spang Street, Roaring Spring, PA 16673 is seeking bids to obtain hourly labor rates for independent contractors willing to provide labor services to RSMA on an as-needed basis during the remaining portion of 2019 and 2020.
All bidders must possess the following skill set and be ready to provide verification of that skill set if their bids are accepted:
Bidder must have experience in sewage plant operations, including but not limited to an understanding of how the sewage treatment process works, sewage line distribution, repair and replacement and knowledge of water distribution, including but not limited to waterline repair and replacement.
Bidder must have employees with confined space training and certification of successful completion.
Bidder must have highway flaggers available at all times and those flaggers must have proof of required certifications.
Bidder must have the equipment at hand and the ability to respond to a water leak within one (1) hour,
Bidder must provide a sealed bid setting forth the TOTAL hourly rate which will be charged for services rendered. Along with the hourly rate being stated in writing, the following documentation must be included:
A list of equipment available for your use in the contract work being sought.
Proof of workers' compensation coverage for all employees at limits required under applicable law.
Proof of automobile insurance covering all vehicles which may be used in providing the contract labor under this bid, with liability and/or umbrella coverage in the aggregate of no less than $500,000.00 for an individual claim and $1,000,000.00 in total claims arising from one occurrence.
Proof of liability insurance covering the bidder's negligence, with coverage (including applicable umbrella coverage) with limits of no less than $500,000.00 for an individual claim and $1,000,000.00 for an aggregate claim.
Bids and required documents must be delivered in a sealed envelope marked "Labor Contract Bid” no later than 3:00 p.m. on September 25, 2019 to RSMA's office at 616 Spang Street, Roaring Spring, PA 16673.
Bids will be opened at RSMA's meeting at 4:00 p.m. on September 25, 2019. RSMA reserves the right to reject all bids, and/or any bids which are not compliant with the Request for Bids. AN ORDINANCE OF THE TOWNSHIP OF TAYLOR, BLAIR COUNTY, PENNSYLVANIA, PROVIDING FOR THE PAYMENT FOR SPECIAL EQUIPMENT AND/OR CLEANUP AND/OR MATERIALS AND LABOR AND/OR APPARATUS USED TO CONTROL AND/OR EXTINGUISH PETROLEUM TYPE OR CHEMICAL OR HAZARDOUS MATERIAL OR SUBSTANCE, SPILLS, FIRES OR LEAKS AND/OR ACCIDENTS WHICH OCCUR IN THE TOWNSHIP OF TAYLOR, AND DELEGATING AUTHORITY TO THE MARTINSBURG VOLUNTEER FIRE COMPANY AND FRIENDSHIP FIRE COMPANY NO. 1, INC. Section 1 provides for liability for spills, leaks, or accidents involving hazardous materials or substances; Section 2 provides that the owner or carrier of hazardous materials shall be responsible for cleanup costs; Section 3 provides that the owner or carrier of hazardous materials shall be liable to the Township’s designated representatives for cleanup costs incurred by said designated representatives; Section 4 provides that the owner or carrier of hazardous materials shall be liable to the Township’s designated representatives for the cost of labor associated with cleanup; Section 5 identifies Martinsburg Volunteer Fire Company and the Friendship Fire Company No. 1, Inc. as the Township’s designated agents and authorizes said agents to pursue and complete claims under the Ordinance; Section 6 provides that payment will be made within 30 days and authorizes collection litigation as necessary; Section 7 provides that all ordinances or parts of ordinances that are inconsistent are repealed; Section 8 provides that the terms of the Ordinance are severable; Section 9 provides that the Ordinance shall become effective 5 days after adoption.
