PUBLIC NOTICE

Notice is hereby given that the Catharine Township Supervisors are considering adoption of a special study amendment to the Township’s Act 537 Sewage Facilities Plan. The intent of this amendment is to provide for the extension of public wastewater service to the village of Ganister. The proposed plan is to extend the existing Williamsburg Municipal Authority’s low-pressure Springfield Junction system across the Frankstown Branch of the Juniata River to serve approximately 23 homes and businesses in and around Ganister. System user rates will depend on construction project financing and the availability of grants but are currently estimated at $57/month. Each customer will be served by an individual grinder pump. The total project cost is estimated at $590,000. The Catharine Township Board of Supervisors will receive written comments on the proposed plan for a 30-day period following the publication of this notice. The proposed sewage planning module package will be available for review during regular business hours at the Township office located at 1229 Recreation Drive, Williamsburg, PA 16693, telephone (814) 832-3851. All written comments will receive a response and will be included in the final version of the planning document.

CONSTRUCTION OF SALT BUILDING

Sealed bids will be received by the Taylor Township Board of Supervisors. 7217 Pike, Roaring Spring, Pennsylvania 16673 until 3:00 pm Tuesday, October 15, 2019 for the construction of a new 40-foot by 54-foot 3-bay salt building at the above location. The requirements consist of 10 inch thick reinforced concrete walls and dividers; 8 foot high reinforced concrete divider wall; 8 foot high reinforced concrete exterior walls with 2 x 6 studs, sheeted on inside; 6 inch thick reinforced concrete floor and apron floor sloped 1 inch per 10 feet toward front; 4500 psi concrete; minimum 29 gauge metal; 24 foot high at front of building with 4:1 roof extending 8 feet over apron. The awarded bidder will be required to prepare all necessary designs and/or plans which shall be consistent with the above-referenced specifications. Required permits will be obtained by the awarded bidder from the township and any other governmental authority in accordance with applicable law. The awarded bidder will be responsible for providing and transporting all materials associated with the project.

The project must be completed by Friday, December 13th, 2019. Said bids will be opened and read at 3:00 pm, October 15th, 2019 and it is anticipated that contracts will be awarded at the special meeting of the Board of Supervisors at 3:00 pm Tuesday, October 15, 2019.

Attendance at a pre-construction meeting at 1:00 pm Thursday, October 17th, 2019 is mandatory for the awarded bidder. The meeting will be held at the construction site at the above location. A complete Bid Package with General Instructions, Terms, and Conditions, and other Contract Documents may be obtained at the Taylor Township Municipal Building, 7217 Woodbury Pike, Roaring Spring, Pennsylvania 16673, during regular business hours, Monday thru Thursday 9:00 am - 4:00 pm.

Each bid submission must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid amount payable to Taylor Township. A Performance Bond in the amount of one hundred percent (100%) of the awarded bid amount and a Worker's Compensation Certificate shall be submitted by the awardee within twenty (20) days of the award of the contract. The deposits of bidders, other than the awardee to whom the contract is awarded, will be returned after the award of the contract.

This contract is subject to the following: the Pennsylvania Prevailing Wage Act conditions for projects above $25,000; the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions; the Pennsylvania Act 287 of 1974, as amended by Act 172, of 1986, as amended by Act 187 of 1996; the Pennsylvania Human Relations Act 222 conditions; the Architectural Barriers Act of 1968 and Section 504 of the Rehabilitation Act of 1073; PA Act 235 of 1965, as amended, Universal Accessibility Act; and Americans with Disabilities Act (ADA) of 1990; and the non-discrimination in Employment/Contract Compliance Regulations Conditions. Taylor Township reserves the right to reject any or all bids, or to re-advertise and accept any proposal deemed to be most favorable to the interests of Taylor Township.
