After some discussion Martinsburg Borough Council voted unanimously to allow trick-or-treating from 6 to 8 p.m. Saturday, Oct. 29. Since 1991 official trick-or-treating hours had been scheduled from 3 to 5 p.m. on the Saturday before Oct. 31. Each year, however, there had been complaints from residents who feel that trick-or-treating should be held at night.
