PAW PAW ROAD CROSS PIPE REPLACEMENT

ADVERTISEMENT FOR BIDS

Sealed Bids for the cross-pipe replacement along Paw Paw Road in Freedom Township will be accepted until 10:00 AM prevailing time, Tuesday, February 25, 2020 at the Freedom Township office, located at 131 Municipal Street, East Freedom, PA 16637. Proposals shall be on the forms required, sealed and clearly marked on the outside, “FREEDOM TOWNSHIP – PAW PAW ROAD CROSS PIPE REPLACEMENT”. Proposals will then be publicly opened and read aloud. Proposals that are faxed or emailed to the Township Office cannot be accepted. Please be advised that Freedom Township does not receive early morning delivery for overnight mail.

Work to be completed under this contract consists of furnishing all equipment, labor, materials, and performing all work as necessary and/or required for the excavation of an existing 48” reinforced concrete pipe and replacement with an adjacent, newly aligned 110"W x 39"H aluminum structural plate box culvert including headwall and endwall sections and stone armament at both ends. Work also includes installation of two (2) 15” dia. SLCPP cross drains.

This work will prohibit all access to approximately 14 homes. Efforts to restore access to these homes is of paramount importance. Upon installation of proposed culvert installation, the road shall be restored in service as soon as possible and prior to paving and final surface restoration activities. The Township will also be contributing materials and labor to the project.

Work shall include mobilization, E&S controls, traffic safety and controls, by-pass pumping, installation of owner-furnished materials, all necessary appurtenances to accomplish the work, property/site restoration & all else necessary to complete the installation, complete-in-place and ready for service.

The Contract Documents may be examined and copies obtained at the Township Office, 131 Municipal Street, East Freedom, PA 16637 (814-695-8051) or at Stiffler McGraw & Associates. 1731 N. Juniata Street, Hollidaysburg, PA 16648 (814-695-6280). The Township will not be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Offices.

A pre-bid conference will not be held for this project.

A certified check or bank draft, payable to the order of Freedom Township or negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond on the form provided, executed by the Bidder and an acceptable surety (Surety companies must appear on the Treasury Department’s most current list (Circular 570 as amended) and be authorized to transact business in the Commonwealth of Pennsylvania), in an amount equal to ten percent (10%) of the total of the Bid shall be submitted with each bid to guarantee the Bidder’s entrance into a contract if given the award. The Bidder shall include the fully completed Anti-Collusion Affidavit with the bid. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements set forth in the plans, specifications or any applicable statutes of the Commonwealth of Pennsylvania, or any applicable municipal ordinances.

The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price on the forms provided, with a surety company listed on the Treasury Department’s most current list (Circular 570 as amended) and be authorized to transact business in the Commonwealth of Pennsylvania.

Prevailing wages established under the Pennsylvania Prevailing Wage Act will apply to this contract for contract prices of $25,000 or more. The contract documents contain requirements addressing prevailing labor, wage rates, labor standards and non-discrimination in hiring practices, goals and related matters.

All contractors and subcontractors shall comply with the Public Works Employment Verification Act. The Act requires the contractor to verify employment eligibility through the e-verify program operated by the United States Department of Homeland Security as a precondition of being awarded a contract for this project. The contract documents contain information regarding the Act.

The Owner shall award the contract to the lowest responsible bidder or shall reject all bids within 60 days of the date of the bid opening, and no bidder may withdraw his bid before the expiration of such 60-day period; PROVIDED, however, that if the award of the contract is delayed by a required approval of another government agency, the sale of bonds or the award of the grant or grants, the Owner shall reject all bids or award the contract to the lowest responsible bidder within 60 days of the date of the BID opening, and no bidder may withdraw his bid before the expiration of such 60-day period. Thirty (30) day extensions of the date for the award of the contract may be made by the mutual written consent of the Owner and the lowest responsible bidder.

Bidders for this contract shall have completed projects similar in character and scope and may be requested to provide a Qualifications Statement for prime contractor and all subcontractors

Addenda, if any, will be issued to only those persons whose names and addresses are on record with Freedom Township as having obtained the Contract Documents.

Freedom Township reserves the right to reject any or all bids or to waive any informalities in the bidding.
