Abandoned Vehicles

The following abandoned vehicles will be sold at public auction at Walter’s Auto Wrecking, 403 Walter’s Lane, Hollidaysburg, PA 16648, on June 27, 2020 at 10am. NOTICE IS HEREBY GIVEN that at a regularly scheduled public meeting held on Tuesday, June 16, 2020, at 6:00 p.m., prevailing time, the Board of School Directors of Northern Bedford County School District, Fulton County, Pennsylvania (the “School District”), adopted a resolution (the “Resolution”) authorizing the School District to incur nonelectoral debt by the issuance of its General Obligation Note, Series of 2020 (the “Note”), in a maximum principal amount of $3,000,000, for the purpose of providing funds to be used to finance the 2020 Project, as defined in the Resolution.

The following amendments were made during final adoption of the Resolution: (i) the Purchase Proposal for the Note submitted by Somerset Trust Company (the “Purchaser”), was approved and accepted; (ii) the Maximum Principal Amortization and Maturity Schedule Set forth in Schedule A, the Maximum Annual Debt Service Schedule set forth in Schedule B and the Form of the Note set forth in Schedule C, were completed in accordance with the Purchase Proposal; and (iii) certain clarifications and grammatical changes were made to the text of the Resolution.

The Note was sold to the Purchaser at a price of $3,000,000, being 100.00% of the principal amount thereof. The Note bears interest initially at the fixed rate of 2.49% per annum from the date of delivery thereof to May 15, 2025 and thereafter shall reset to a rate equal to the then current 5-year U.S. Treasury Rate, plus 2.25%; but in no event shall such rate exceed 4.00% per annum.

The full text of the Resolution as adopted may be examined and inspected by any citizen at the office of the Business Manager in the Northern Bedford County High School, 152 NBC Drive, Loysburg, Pennsylvania on any regular business day between the hours of 8:00 a.m. and 4:00 p.m., prevailing time.

This notice is given in accordance with the requirements of and in compliance with the Local Government Unit Debt Act, 53 Pa.C.S. § 8001 et seq., as amended and supplemented.

Sealed proposals will be received by the Martinsburg Municipal Authority of Blair County, Pennsylvania at the Authority office located at 110 South Walnut Street, Martinsburg, Pennsylvania 16662 until 4:30 PM prevailing time on July 16, 2020 for:


The scope of work includes the installation of approximately 800 linear feet of 6-inch PVC waterline, one hydrant assembly, four connections to the existing potable water system, and all necessary appurtenances and restoration for said construction.

All work shall be constructed according to the Contract Drawings and Specifications which are on file at the office of the Owner and Lennon, Smith, Souleret Engineering, Inc., 846 Fourth Avenue, Coraopolis, Pennsylvania 15108-1522. Bids will be publicly opened and read aloud approximately at 7:00 PM on July 16, 2020 at the Authority Office.

All bidders are required to buy the full set of drawings and specifications for a non-refundable deposit of $75.00 from F. L. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Authority. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Authority to guarantee the bidder's entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.

The Authority reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.

Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”, and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.

The Authority shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Authority may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Authority has received all required approvals from other governmental agencies.

Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
