ADVERTISEMENT FOR BIDS

Sealed proposals will be received by the Martinsburg Municipal Authority of Blair County, Pennsylvania at the Authority office located at 110 South Walnut Street, Martinsburg, Pennsylvania 16662 until 4:30 PM prevailing time on July 16, 2020 for:

CONTRACT NO. 20-W1 2020 WATERLINE LOOPS PROJECT OAKDALE ROAD TO HOOVER DRIVE

The scope of work includes the installation of approximately 800 linear feet of 6-inch PVC waterline, one hydrant assembly, four connections to the existing potable water system, and all necessary appurtenances and restoration for said construction.

All work shall be constructed according to the Contract Drawings and Specifications which are on file at the office of the Owner and Lennon, Smith, Souleret Engineering, Inc., 846 Fourth Avenue, Coraopolis, Pennsylvania 15108-1522. Bids will be publicly opened and read aloud approximately at 7:00 PM on July 16, 2020 at the Authority Office.

Bid Documents are being distributed by F. L. Haus Company, 921 Ridge Avenue, Pittsburgh, PA 15212. All bidders are required to buy the full set of drawings and specifications for a non-refundable deposit of $75.00 from F. L. Haus Company at http://www.flhausplanroom.com. Any questions on ordering the bid documents are to be directed to Clem Sutton at 412-231-7700 or csutton@flhaus.com. Any technical questions regarding the bid documents are to be directed to Lennon, Smith, Souleret Engineering, Inc. (412-264-4400, Ext. 212).

Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Authority. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Authority to guarantee the bidder's entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.

The Authority reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.

Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”, and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.

The Authority shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Authority may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Authority has received all required approvals from other governmental agencies.

Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
