The following ordinances shall be considered for adoption at the regular meeting of the Martinsburg Borough Council to be held at the municipal building, 110 S. Walnut Street, Martinsburg, PA 16662, on Monday, December 7, 2020, at 7:00pm.

ORDINANCE NO. 2020-626

AN ORDINANCE OF THE BOROUGH OF MARTINSBURG, BLAIR COUNTY, PENNSYLVANIA, FIXING THE TAX RATE FOR THE YEAR 2021

BE IT ORDAINED AND ENACTED, and it is hereby ordained and enacted by the Council of the Borough of Martinsburg, County of Blair, Pennsylvania: That a tax be, and the same is hereby levied on all property within the said municipality subject to taxation for the fiscal year 2021, as follows:

The tax rate for general purposes shall be equal to 1.967 mills.

That any Ordinance, or part of an Ordinance, conflicting with this Ordinance be and the same is hereby repealed insofar as the same affects this Ordinance.

ORDINANCE NO. 2020-627

AN ORDINANCE OF THE BOROUGH OF MARTINSBURG, BLAIR COUNTY PENNSYLVANIA, FOR THE LEVY OF A HEAD TAX IN THE AMOUNT OF FIVE ($5.00) DOLLARS FOR THE YEAR 2021

BE IT ORDAINED AND ENACTED, and it is hereby ordained and enacted, by the Council of the Borough of Martinsburg, Blair County, Pennsylvania, that:

Section 1. That the Borough of Martinsburg has readopted Ordinance No. 316 providing for the levy of a Head Tax in the amount of Five ($5.00) Dollars for the year 2021.

Section 2. This Ordinance has been enacted pursuant to the provisions of the Act of the General Assembly of the Commonwealth of Pennsylvania, approved the 31st day of December, 1965, P.L. (Act No. 511) The Local Tax Enabling Act, and any amendments thereto.

ORDINANCE NO. 2020-628

AN ORDINANCE OF THE BOROUGH OF MARTINSBURG, BLAIR COUNTY, PENNSYLVANIA, FOR THE LEVY AND COLLECTION OF A TAX OF ONE-HALF OF ONE PERCENT (1/2 OF 1%) FOR THE YEAR 2021

BE IT ORDAINED AND ENACTED, and it is hereby ordained and enacted by the Council of the Borough of Martinsburg, County of Blair, Pennsylvania, that:

Section 1. This Ordinance re-enacts in the same form Ordinance No. 338 of December 8, 1969, and provides for the assessment, levy and collection of a tax for the year 2021, for general revenue purposes of one-half of one percent (1/2 of 1%), upon salaries, wages, commissions and other compensations earned by the residents of the Borough of Martinsburg; and on salaries, wages, commissions and other compensations earned by the non-residents of the Borough of Martinsburg; and on the net profits of businesses, professions and other activities by residents of said Borough, and on net profits of businesses, professions and other activities conducted within the limits of said Borough of Martinsburg by non-residents thereof; requiring the filing of returns and giving of information by employers and those subject to the tax, imposing upon employers the duty of collecting the said tax at the sources providing for the administration, collection and enforcement of the said tax and imposing penalties.

Section 2. This Ordinance has been enacted pursuant to the authority granted by the Act of the General Assembly of the Commonwealth of Pennsylvania, approved the 31st day of December, 1965, P.L (Act No. 511) The Local Tax Enabling Act, and any amendments thereto.

ORDINANCE NO. 2020-629

AN ORDINANCE OF THE BOROUGH OF MARTINSBURG, BLAIR COUNTY, PENNSYLVANIA, FOR THE LEVY AND COLLECTION OF A LOCAL SERVICES TAX (LST) FOR THE YEAR 2021

BE IT ORDAINED AND ENACTED, and it is hereby ordained and enacted by the Council of the Borough of Martinsburg, County of Blair, Pennsylvania:

Notice is hereby given that the Borough of Martinsburg intends to enact an ordinance for the levy and collection of a Local Service Tax (LST) for the year 2021.

A complete copy of this Ordinance shall be available for inspection at the Martinsburg Borough Municipal Building and the Law Library at the Blair County Courthouse, Hollidaysburg PA.

Tentative Budget

The Taylor Township Board of Supervisors have reviewed the 2021 tentative budget with no tax increase which will be available for public inspection at the township office. 7217 Woodbury Pike, Roaring Spring PA 16673, during regular business hours Mon.- Thurs. 9:00 am to 3:00 pm. The proposed budget will be adopted at the regular scheduled board meeting on Monday. December 7, 2020 at 6:00 pm at the township building.

The supervisors will hold their annual reorganization meeting on Monday, January 4, 2021 at 6:00 pm at the township building.

The Board will consider the appointment of a Certified Public Account or firm of Certified Public Accountants at the Mon. .lan. 4, 2021 reorganization meeting to examine the accounts of the Township for the 2020 fiscal year, in place of the elected auditors as permitted by PA Public Law 350 of Nov. 1995. 53 PA.Con.Stat. Ann.§659 1 7. as amended.

The Taylor Township Auditors will hold their annual reorganization meeting on Tuesday, January 5, 2021 at 1:00 pm at the township building.

BUDGET NOTICE

REQUEST FOR BIDS FROM THE ROARING SPRING MUNICIPAL AUTHORITY FOR HOURLY RATE FOR CONTRACT LABOR & HOURLY EQUIPMENT RATE FOR EMERGENCY RESPONSE

The Roaring Spring Municipal Authority (“RSMA”), 616 Spang Street, Roaring Spring, PA 16673 is seeking bids to obtain hourly labor rates for independent contractors willing to provide labor services to RSMA on an as-needed basis, for a two (2) year term from January 1, 2021 through December 31, 2022.

All bidders must possess the following skill set and be ready to provide verification of that skill set if their bids are accepted:

• Bidder must have experience in sewage plant operations, including but not limited to an understanding of how the sewage treatment process works, sewage line distribution, repair and replacement and knowledge of water distribution, including but not limited to waterline repair and replacement.

• Bidder must have employees with confined space training.

• Bidder must have highway flaggers available at all times.

• Bidder must have the equipment at hand and the ability to respond to a water leak within one (1) hour.

Bidder must provide a sealed bid setting forth the TOTAL hourly rate which will be charged for services rendered. Along with the hourly rate being stated in writing, the following documentation must be included:

• A list of equipment available for your use in the contract work being sought.

• Proof of workers’ compensation coverage for all employees at limits required under applicable law.

• Proof of automobile insurance covering all vehicles which may be used in providing the contract labor under this bid, with liability and/or umbrella coverage in the aggregate of no less than $500,000.00 for an individual claim and $1,000,000.00 in total claims arising from one occurrence.

• Proof of liability insurance covering the bidder’s negligence, with coverage (including applicable umbrella coverage) with limits of no less than $500,000.00 for an individual claim and $1,000,000.00 for an aggregate claim.

Bids and required documents must be delivered in a sealed envelope marked “Labor Contract Bid” no later than 4:00 p.m. on November 18, 2020 to RSMA’s office at 616 Spang Street, Roaring Spring, PA 16673.

Bids will be opened at the RSMA’s meeting at 4:00 p.m. on November 18, 2020. RSMA reserves the right to reject all bids, and/or any bids which are not compliant with the Request for Bids. The lowest acceptable bids will be approved by the RSMA’s Board of Directors, to create a list of contractors who can be called for water and sewage labor needed from January 1, 2021 and December 31, 2022.

No employment relationship is intended to be created from any services rendered nor is any minimum amount of work being guaranteed.

Bidder must provide a sealed bid setting forth the TOTAL hourly rate which will be charged for each piece of equipment as well as a brief but specific description of the equipment itself. Along with the hourly rate being stated in writing, the following documentation must be included:

• Proof of automobile insurance covering all vehicles which may be rented by RSMA under this bid, with liability and/or umbrella coverage in the aggregate of no less than $500,000.00 for an individual claim and $1,000.000.00 in total claims arising from one occurrence.

• Proof of insurance covering other items of equipment which may be rented under this bid.

Bids and required documents must be delivered in a sealed envelope marked “Equipment Contract Bid” no later than 4:00 p.m. on November 18, 2020 to RSMA’s office at 616 Spang Street, Roaring Spring, PA 16673.

Bids will be opened at RSMA’s meeting at 4:00 p.m. on November 18, 2020. RSMA reserves the right to reject all bids, and/or any bids which are not compliant with the Request for Bids. The lowest acceptable bids for each piece of equipment will be approved by RSMA’s Board of Directors, to create a list of equipment providers who can be contacted if needed from January 1, 2021 to December 31, 2022.
