NOTICE is given that the Council of the Borough of Williamsburg will consider an Ordinance regulating the time in which waste may be placed curbside for collection by a hauler, at its regular meeting to be held in the Municipal Building, 305 E. 2nd Street, Williamsburg, Pennsylvania on May 3, 2021, at 7:00 p.m., a summary of which is as follows:

Municipal waste, other refuse or recyclables shall be placed at the edge of the cartway or any other designated place for collection no sooner than 11:00 a.m. on the day before the scheduled day for collection each week. In the event any person, association, firm, corporation or other business entity has scheduled a hauler for a specific date other than the normal collection time for collection of extra waste, special waste or oversized waste, such waste may be placed no sooner than 11:00 a.m. on the day before the specially scheduled collection date.

Penalties: 1st offense in any 12-month period, fine not less than $25.00 nor more than $50.00; 2nd offense not less than $50.00 nor more than $100.00; 3rd and subsequent offense not less than $100.00 nor more than $300.00.

INVITATION TO BID FREEDOM TOWNSHIP PARKING LOT RESURFACING

Sealed bids will be received by Freedom Township for resurfacing the parking lot at the municipal building located at 131 Municipal Street, East Freedom, PA 16637. Bids will be received at the municipal building until 3:00 p.m. local prevailing time May 4, 2021. Bids received after this time will not be accepted. Bids will be opened, accepted and awarded at the municipal building at 7:00 p.m. local prevailing time May 4, 2021, at the Board of Supervisors regular monthly meeting. Bidders must submit an original and two (2) copies of the Bid in a sealed envelope clearly marked “Parking Lot Resurfacing” with bidder’s name and address. ELECTRONIC SUBMISSIONS ARE NOT PERMITTED. Any omissions, alterations, additions or deductions not called for, conditional or uninvited alternative bids, or irregularities of any kind, shall be cause for rejection of bid. No responsibility shall be attached to any Township representative for premature opening of a bid not properly addressed and identified.

The type and quantities for the resurfacing are as follows:

Milling Bit. Notches 425 LF

Milling/excavation existing pavement 6” depth 3,010 SY

Regrade & Compact 2,000 SY

WMA 25mm base 4.5” depth 3,010 SY

WMA wearing 9.5mm 1.5” depth 3,820 SY

Work must be complete by September 30, 2021.

Prospective Bidders shall register with the Township by requesting to view the parking lot to be resurfaced prior to submitting a bid by contacting the Township at 814-695-8051. Additionally, this project is subject to the successful bidder providing a Performance Bond, Payment Bond and proof of commercial general liability, automobile and workers’ compensation insurance within ten (10) days of the date of notice of award, Prevailing Wage Act (43 P.S. §165-1 et seq.); and Public Works Employment Verification Act (43 P.S. § 167.1) (Public Works Employment Verification Form must be submitted with the bid). Upon registration, the Township will provide the prevailing wage rates and PWEV Form.

The Freedom Township Board of Supervisors reserve the right to reject any or all bids, to waive any informality, omissions, defects or irregularities in the bids, and to accept and award any contract which, in its judgment, is for the best interest of the Freedom Township. The Board of Supervisors may consider the qualifications and experience of the bidders when evaluating bids. If the Contract is to be awarded, it will be awarded to the lowest responsive and responsible bidder whose evaluation by the Board of Supervisors indicates to the Board of Supervisors that the award will be in the best interests of the project.
