Confusing PGC Policies

When I got my hunting license for the upcoming seasons, I thought about the Pennsylvania Game Commission's policies regarding deer and turkey hunting.

According to PGC press releases, the estimated harvest of deer last year was 435,180. The estimated statewide harvest of bucks was listed at 174,780. Even if you divide these figures by three, which would approximate the number of deer kills hunters actually reported to the PGC, the harvest was huge.
