County, Local Governments 'Waiting for Clarity' Before Spending Grants

As part of the federal government's response to the economic damage done by the COVID-19 pandemic, state, county and local governments are being given grants in a program overseen by the U.S. Dept. of the Treasury.

The grants come to local governments via a program called the American Rescue Plan (ARP), with the grants specifically under the "State and Local Fiscal Recovery Fund" part of the ARP.
