FROM THE WILLIAMSBURG MUNICIPAL AUTHORITY
FOR HOURLY RATE FOR EQUIPMENT
The Williamsburg Municipal Authority (WMA), 305 E 2nd Street, Williamsburg, PA 16693 is seeking bids to obtain hourly equipment rates for a two (2) year term from January 1, 2022 to December 31, 2023.
Bids are sought for the following equipment:
• Track Hoe
• Dump Truck
• Skid Loader
• Mini Excavator
• Safety Equipment
• Pickup Truck
• Concrete/Blacktop Saw
Bidder must provide a sealed bid setting forth the TOTAL hourly rate which will be charged for each piece of equipment as well as a brief but specific description of the equipment itself. Along with the hourly rate being stated in writing, the following documentation must be included:
• Certificate of insurance is required for worker’s compensation, automobile, and general liability in the amount of $500,000 per occurrence loss and $1,000,000 aggregate claim. The certificate holder should be listed as the Williamsburg Municipal Authority and Williamsburg Borough ATIMA.
• Proof of insurance covering other items of equipment which may be rented under this bid.
Bids and required documents must be delivered in a sealed envelope marked “Equipment Contract Bid” no later than 3 p.m. on December 7, 2021 to WMA’s office at 305 E 2nd Street, Williamsburg, PA 16693.
Bids will be opened at WMA’s meeting at 6 p.m. on December 7, 2021. WMA reserves the right to reject all bids, and/or any bids which are not compliant with the Request for Bids. The lowest acceptable bids for each piece of equipment will be approved by WMA’s Board of Directors, to create a list of equipment providers who can be contacted if needed from January 1, 2022 to December 31, 2022.

RESOLUTION NO. 2021-5
A Resolution Establishing Rules for the
Borough’s Mountain Property
WHEREAS, Roaring Spring Borough (hereinafter referred to the “Borough”) is the owner of a large tract of real estate in Taylor Township, Blair County, PA (hereinafter referred to the “Mountain Ground”); and
WHEREAS, the Mountain Ground has been used by the public for various purposes including hunting, four wheeling, hiking and collecting firewood; and
WHEREAS, the Borough’s insurance carrier has directed that in order to maintain coverage for the Mountain Ground, certain restrictions on use will need to be instituted by the Borough; and
WHEREAS, after extensive discussions on the matter, the Borough has reached consensus on restrictions to be placed on the Mountain Ground.
NOW, THEREFORE, BE IT RESOLVED that the following rules are established by the Borough for the Mountain Ground:
1. Issuance of any permits for use of the Mountain Ground is hereby terminated to the extent not previously done by prior resolution of Council.
2. Use of any existing permits shall be immediately terminated.
3. The use of motorized vehicles shall be prohibited, other than parking for guests of the Borough which shall be in designated parking areas.
4. The Mountain Ground shall be forthwith posted with NO TRESPASSING signs.
5. The Borough shall arrange with the Pennsylvania Game Commission establishing a program for the Commission to enforce the Borough’s rules regarding use of the Mountain Ground
6. The Borough may from time to time establish rules for the use of the Mountain Ground for guests of the Borough, said use to be limited to passive recreational activities and which shall include no alcohol use, no fires, and no motorized vehicles other than parking in designated parking spots.
7. Guests approved by the Borough under any rules shall be limited to Borough residents and contiguous property owners to the Mountain Ground.
8. No fees of any kind will be assessed to a guest using the Mountain Ground with the Borough’s express permission.

MOUNTAIN GROUND POLICY
Resident shall only use ground for hunting during hunting seasons.
1. You must be a resident of the Roaring Spring Borough or a direct family member. Example: Child, grandchild.
2. Properties owners of the land that adjoins the Roaring Spring Borough Mountain Ground.
3. You must have a valid Pennsylvania Hunting License.
4. Any person hunting on the Roaring Spring Borough Mountain Ground must follow the current PA Game Commission Rules & Regulations.
5. NO motorized vehicles - except in the parking areas
6. Tree stands must be non-permanent and marked with hunting license CID number.
Tree stands are to be placed no sooner than 1 week prior to hunting season and removed no later than 1 week at the end of hunting season, as per Game Commission Regulations.
**If the Pennsylvania Game Commission extends the Hunting Season the Borough shall extend the hunting season as well. Property access can be limited due to weather and other conditions.

FOR EMERGENCY RESPONSE
The Williamsburg Municipal Authority (WMA), 305 E 2nd Street, Williamsburg, PA 16693 is seeking bids to obtain hourly labor rates for independent contractors willing to provide labor services to WMA on an as needed basis, for a two (2) year term from January 1, 2022 through December 31, 2023.
All bidders must possess the following skill set and be ready to provide verification of that skill set if their bid is accepted:
• Bidder must have experience in sewage plant operations, including but not limited to an understanding of how the sewage treatment process works, sewage line collection, repair and replacement and knowledge of water distribution, including but not limited to waterline repair and replacement;
• Bidder must have employees with confined space training;
• Bidder must have the following qualified experienced employees available – 1 operator and 2 to 3 laborers (depending on size of job) to be available at all times;
• Bidder must have the equipment on hand and the ability to respond to a water leak within one (1) hour.
• Bidder must provide a sealed bid setting forth the TOTAL hourly rate which will be charged for services rendered. Along with the hourly rate being stated in writing, the following documentation must be included:
• A list of equipment available for use in the contract work being sought;
• Proof of workers’ compensation coverage for all employees at limits required under applicable law;

Invitation to bid
The supervisors of Taylor Township, Blair County are soliciting bids for services from local electricians/contractors for installation of a 48KW standby generator and 400 amp transfer switch which are currently on order and projected for delivery sometime in late December 2021 to January 2022. Bids should include all labor and materials to complete the project.
