Last year, in a move that caused protests from some long-time users, Roaring Spring Borough Council voted to restrict access to Plum Creek Mountain to borough residents only while prohibiting all activities other than hunting.

Council cited the growing use of all-terrain vehicles and the land damage and liability that goes along with it as one of the reasons for enforcing the mountain use policy.
