The estate of the Blair County Prison guard who was killed in the line of duty in November has filed a wrongful death lawsuit against the county and several other entities alleging a “state-created danger” that led to Rhonda Russell’s death.

The lawsuit, filed last month in the U.S. District Court in Johnstown, names the county of Blair, Blair County Prison Warden Abby Tate, deputy wardens James Eckard and Shaun Edmundson, Lt.
