Roaring Spring Council Awards Project Bids

Roaring Spring Borough Council opened bids on the Five Points and Main Street projects at its regular meeting on Monday, Nov. 14.

Two bids were received for the Five Points Project with M&B Services LLC of Clarion submitting the low bid of $480,936. Cottle’s Asphalt Maintenance of Everett submitted a bid of $574,558. Council voted to accept the bid submitted by M&B contingent upon the borough’s engineer reviewing the bid and making sure all specifications are met.

The Main Street project attracted four bids with Excavating Associates of Ellerslie MD submitting the lowest bid at $642, 584. CH&D Enterprises of New Stanton submitted the next lowest bid at $708,193. Glenn O. Hawbaker of State College put in a bid of $724,624, and Cottle’s Asphalt Maintenance Inc. submitted a bid of $759,265. Council accepted Excavating Associates’ bid contingent on engineer review.

The Main Street project consists of reconstruction of 1,000 feet of the street in front of the former Appvion plant. New curbing and drainage will be installed, and the road will be widened.

The Five Points Project includes new traffic signals, curbs, and poles along with some aesthetic work.

Borough officials are familiar with the work of Excavating Associates who submitted the lowest bid for the Main Street project. The company installed new sewer lines for the Roaring Spring Municipal Authority last summer and authority Chairman Steve Weaver told council that he was happy with the work they did and that they were “great” to work with.

Work on Main Street and Five Points is expected to begin in the spring.

In other action, council gave tentative approval of the 2023 budget, which calls for no tax increase. The budget will be available for public inspection at the borough building during regular business hours until Dec. 12 when council is expected to formally adopt the budget during its regular meeting.

Council President Rodney Green complimented Borough Manager Lisa Peel and her staff for working out a budget that doesn’t require a tax increase. Green also announced that bonuses of $1,000 for full-time borough employees, and $500 for part-time borough employees will be awarded. The bonuses will be paid using American Rescue Plan funds. Green said the past few years have been a trying time for everyone and borough employees stepped up to keep the borough running smoothly during the pandemic.

“Our employees have done a fantastic job and have worked hard keeping things going,” Green said.

The community tree lighting ceremony will be held on Sunday, Nov. 27. The event will begin at 5:45 p.m. with a short parade from the Spring Dam to the Christmas tree located between the borough building and the post office. Santa will be on hand giving treats to children and the public is welcome to hot chocolate and cookies at Trinity United Methodist Church following the lighting.

Borough Council will next meet on Monday, Dec. 12 at 6 p.m. at the borough building.
