Every year the boards and administrations at public schools across Pennsylvania agonize over the budget. The numbers start high, and as they start doing the math, weighing the cost of programs against the expected funds from the two main sources of revenue which is the state’s contribution and local property tax, cuts are made resulting in the loss of programs, staff, or entire curriculums.
