NOTICE OF INTENT TO FILE WITH THE FEDERAL ENERGY REGULATORY COMMISSION FOR APPROVAL OF A JOINT PURPA IMPLEMENTATION PLAN

Allegheny Electric Cooperative, Inc. (“Allegheny”) on behalf of itself and its member distribution cooperatives—Adams Electric Cooperative, Inc.; Bedford Rural Electric Cooperative, Inc.; Central Electric Cooperative, Inc.; Claverack Rural Electric Cooperative, Inc.; New Enterprise Rural Electric Cooperative, Inc.; Northwestern Rural Electric Cooperative Association, Inc.; REA Energy Cooperative, Inc.; Somerset Rural Electric Cooperative, Inc.; Sullivan County Rural Electric Cooperative, Inc.; Sussex Rural Electric Cooperative, Inc.; Tri-County Rural Electric Cooperative, Inc.; United Electric Cooperative, Inc.; Valley Rural Electric Cooperative, Inc.; Warren Electric Cooperative, Inc. (“Members”)—hereby gives notice of their intent to file with the Federal Energy Regulatory Commission (“FERC”) for its approval a Joint PURPA Implementation Plan (“Joint Plan”) to jointly implement their respective obligations under Section 210 of the Public Utility Regulatory Policies Act of 1978 (16 U.S.C. § 824a-3) (“PURPA”) and under Part 292 of FERC’s regulations. The Joint Plan provides that (1) Allegheny and/or each Member will interconnect with and operate in parallel with any QF that adheres to applicable rules and regulations pertaining to generator interconnection; (2) on behalf of itself and each Member, Allegheny will purchase capacity and energy from QFs at a rate equal to Allegheny’s avoided costs taking account of relevant cost related characteristics of the QF and the location where such capacity and energy are delivered; (3) each Member will sell supplementary, back-up, and maintenance power to a QF, upon request, in accordance with applicable law and the Member’s applicable rates, rules, and regulations governing retail service, and on the terms that are consistent with the ones offered to the Member’s other customers with similar load or other cost related characteristics; and (4) no QF will be subject to duplicative charges for interconnection or wheeling solely as a result of selling to Allegheny and buying from a Member. In the filing with FERC, Allegheny, on behalf of itself and the Members, plans to apply for waiver of certain obligations under Section 292.303 of FERC’s regulations which, if granted, would result in all purchases from QFs being made by Allegheny and all sales to QFs interconnected with the Member electric distribution systems being made by the Members. Copies of the proposed Joint Plan will be sent to interested parties upon request. Allegheny will also accept written comments on the proposed Joint Plan. Allegheny intends to file for approval of the Joint Plan with FERC on or after April 1, 2022. FERC will publish notice of Allegheny’s filing in the Federal Register following receipt of the filing. That notice will specify that any person desiring to be heard in this matter can make the appropriate filing with the FERC. Inquiries concerning this matter should be addressed to:

NOTICE

NOTICE IS HEREBY GIVEN that the Board of Directors of the Curryville Water Authority (the “Authority”), a Pennsylvania municipal authority, having its main office and mailing address at 113 Cranberry Road, Martinsburg, PA 16662, has adopted a resolution proposing an amendment to its Articles of Incorporation. The Authority has submitted the proposed amendment to North Woodbury Township, Blair County, PA (the “Township”), the municipality which incorporated the Authority. The Township will adopt or has adopted a resolution approving the proposed amendment to the Article of Incorporation of the Authority. The Authority intends to file Articles of Amendment to its Articles of Incorporation with the Secretary of the Commonwealth of Pennsylvania on or after February 15, 2022, under provisions of the Pennsylvania Municipality Authorities Act. The nature and character of such proposed amendment is to increase the term of the corporate existence of the Authority by adding a paragraph to the Authority’s current Articles of Incorporation, which will read as follows:

“The term of existence of the Authority shall end on February 15, 2072.”
