Five Points Signal

ROARING SPRING BOROUGH, BLAIR COUNTY,

PENNSYLVANIA

Sealed bids for the construction of a replacement signal including roadway improvements to the Five Points Intersection (East Main Street/Spang Street and Church Street), will be received by Roaring Spring Borough at 616 Spang Street, Roaring Spring, PA 16673, until 3:30 pm prevailing local time on November 14, 2022. Bids will be opened and read aloud at 6:00 pm prevailing local time on November 14, 2022 at the Borough Council Meeting.

The Issuing Office for the Bidding Documents is Keller Engineers, Inc., 420 Allegheny Street, Hollidaysburg, PA 16648. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 am and 5:00 pm. Bidding Documents are available in portable document file (PDF) format and will be emailed to the prospective bidder. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. All bidders must be registered at the office of Keller Engineers, Inc. to be eligible to bid.

Bid security shall be payable to Roaring Spring Borough in the amount of ten (10%) percent of the bid price and in the form of certified or bank check or a bid bond issued by an acceptable surety and executed by the bidder. Bid bond will be returned to unsuccessful bidders if requested. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds.

Attention is called to the fact that not less than the minimum salaries and wages as set forth in the bidding requirements and contract documents must be paid on the project, and that the contractors must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. All bidders are responsible for compliance with the Employee Verification Act of 2013. The Public Works Employment Verification Form must be completed before an award can be given. Pre-qualification of Bidder as specified in Section 102.01 of Pennsylvania Department of Transportation (PennDOT) Specifications Publication 408 is required. Roaring Spring Borough reserves the right to reject any and all bids and to waive any and all informalities.

Bids may be held by Roaring Spring Borough for ninety (90) days after the day of the bid opening for the purpose of reviewing the bids and evaluating the qualifications of the bidders, prior to awarding the contract. No bidder may withdraw his bid before the expiration of such ninety (90) day period provided; however, that if the award of the contract is delayed by a required approval of another governmental agency, the sale of bonds, or the award of grant or grants, Roaring Spring Borough shall reject all bids or award the contract to the lowest responsible bidder within ninety (90) days of the date of the bid opening, and no bidder may withdraw his bid before the expiration of such ninety (90) day period. Sixty (60) day extensions of the date of the award of this contract may be made with the consent of the owner and the lowest responsible bidder.

Borough of Roaring Spring Sale of Real Estate

The Borough of Roaring Spring hereby offers for sale by sealed bid the following property located off Main Street:

Parcel 18.00-01..036.00-000 0.125 acres

The property is subject to the following restrictions:

1. The Borough makes no warranties to the title of the property or any other matter; and

2. The purchaser takes the property “as is” without any exceptions or reservations.

All bids must be submitted with certified check or money order equal to 10% of the bid price, refundable to any unsuccessful bidders. The successful bidder will have two weeks from the opening of the bid to pay the balance or the ten percent of the bid submitted with the bid will be forfeited. Borough Council shall have the authority to reject any/all bids received if such bids are deemed to be less than the fair market value of the property. Borough Council shall also have the right to reject any non-conforming or non-responsible bid.
