BLAIR COUNTY PA CDBG PROGRAM NOTICE OF FINDINGS AND PUBLIC EXPLANATION

In accordance with the provisions of the U.S. Water Resources Councils Floodplain Management Guidelines for Implementing Executive Order No. 11988, the County of Blair announces its findings and intent to proceed with the project described below:

PROJECT DESCRIPTION – The proposed project will include the installation of approximately 16 residential water laterals in the form of construction and connection fees to existing residential structures. The water laterals will connect eligible households to the recently extended public water service by the Freedom Township Water & Sewer Authority along Everett Road in East Freedom.

PROJECT FUNDING – FY2021 CDBG Funds: $ 100,000

EVALUATION OF ALTERNATIVES - During this project evaluation, alternatives were evaluated: 1) Continue with project implementing mitigation measures; 2) Relocate construction activities outside the floodplain; and 3) Not complete the project. After consultation and consideration, a decision was made to continue with the project as proposed implementing mitigation measures.

PROJECT CONSTRUCTION ON THE 100 YEAR FLOODPLAIN – Proposed activities may be located within the 100 Year Flood Plain. Additional construction requirements are placed upon activities receiving assistance located within the 100 Year Flood Plain. The installation of water laterals shall be located, designed and constructed to minimize or eliminate flood damages and the infiltration of flood waters. Any construction within the floodplain will be constructed in compliance with the adopted Freedom Township Floodplain Ordinance.

CONSTRUCTION ACTIVITIES WILL INCLUDE – Eligible households will be provided CDBG financial assistance in the form of payment of required connection fee established by the Freedom Township Water & Sewer Authority, technical assistance and construction costs of the residential water lateral.

The County of Blair has concluded that the proposed project will not result in new or adverse effects on natural or beneficial floodplain values of noted streams. Because the project is local in nature, publication of this notice in a newspaper of local circulation has been determined appropriate. In addition to notifying the general public, the following agencies and groups have been requested to comment on floodplain issues as they relate to this project:

Upon publication and circulation of this Notice of Findings and Public Explanation, comments will be received until 4:00 p.m. January 20, 2023 at the address below for a period of seven days.

A Record of Determination for this project is contained in the Environmental Review Record maintained by the Blair County Dept. of Social Services pursuant to the Environmental Review procedures applicable to the Pennsylvania CDBG applicants. PUBLIC MEETING NOTICE OF GREENFIELD TOWNSHIP

Notice is hereby given for the Greenfield Township Board of Supervisors’ regular scheduled monthly meetings during 2023 and January of 2024. The Supervisors’ regular meetings will be held on the first Tuesday of each month at 6:30 p.m. except for the July meeting will be Wed., July 5 and the November meeting will be Wed., November 8. The 2023 Meeting dates are as follows:

LEPC MEETING NOTICE

Meetings for the Local Emergency Planning Committee of Blair County are held bi-monthly, the first Thursday of every even month, at 8:00 AM, at the Amtran Trolleyworks, 3316 5th Avenue, Altoona, PA 16602.
