The Williamsburg Borough Council will meet on the following dates during 2024: January 2 nd at 7:30 P.M., February 5th, March 4th, April 1st, May 6th, June 3rd, July 1st, August 5th, September 3rd, October 7th, November 4th, and December 2nd. Meetings are scheduled for 7 PM at the Borough Municipal building at 305 E 2 nd Street, Williamsburg, PA 16693.

1. Re-enactment of all prior ordinances and resolutions authorizing the collection of the Roaring Spring Borough Per Capita, Local Services and Earned Income Taxes.

2. Assessment of the Real Estate Property Tax for 2024 shall be at 3 mills.

REQUEST FOR BIDS

FROM THE WILLIAMSBURG MUNICIPAL AUTHORITY

FOR HOURLY RATE FOR CONTRACT LABOR

FOR EMERGENCY REPSONSE

The Williamsburg Municipal Authority (WMA), 305 E 2nd Street, Williamsburg, PA 16693 is seeking bids to obtain hourly labor rates for independent contractors willing to provide labor services to WMA on an as- needed basis, for a two (2) year term from January 1, 2024 through December 31, 2026.

All bidders must possess the following skill set and be ready to provide verification of that skill set if their bid is accepted:

• Bidder must have experience in sewage plant operations, including but not limited to an understanding of how the sewage treatment process works, sewage line collection, repair and replacement and knowledge of water distribution, including but not limited to waterline repair and replacement;

• Bidder must have employees with confined space training;

• Bidder must have the following qualified experienced employees available - 1 operator and 2 to 3 laborers (depending on size of job) to be available at all times;

• Bidder must have the equipment on hand and the ability to respond to a water leak within one (1) hour.

• Bidder must provide a sealed bid setting forth the TOTAL hourly rate which will be charged for services rendered. Along with the hourly rate being stated in writing, the following documentation must be included:

• A list of equipment available for use in the contract work being sought;

• Proof of workers’ compensation coverage for all employees at limits required under applicable law;

• Certificate of insurance is required for worker’s compensation, automobile, and general liability in the amount of $500,000 per occurrence loss and $1,000,000 aggregate claim. The certificate holder should be listed as the Williamsburg Municipal Authority and Williamsburg Borough ATIMA.

Bids and required documents must be delivered in a sealed envelope marked “Labor Contract Bid” no later than 3 p.m. on December 11, 2023 to the WMA’s office at 305 E 2nd Street, Williamsburg, PA 16693.

Bids will be opened at the WMA’s meeting at 9 a.m. on December 12, 2023. WMA reserves the right to reject all bids, and/or any bids which are not compliant with the Request for Bids. The lowest acceptable bids will be approved by the WMA’s Board of Directors, to create a list of contractors who can be called for water and sewage labor needed from January 1, 2024 to December 31, 2026.

No employment relationship is intended to be created from any services rendered nor is any minimum amount of work being guaranteed

• Certificate of insurance is required for worker’s compensation, automobile, and general liability in the amount of $500,000 per occurrence loss and $1,000,000 aggregate claim. The certificate holder should be listed as the Williamsburg Municipal Authority and Williamsburg Borough ATIMA.

NOTICE is given that the Council of the Borough of Williamsburg will consider an Ordinance at its regular meeting to be held on December 4, 2023, at 7:00 pm at the Municipal Building, 305 E. 2 nd Street, Williamsburg, Pennsylvania, amending the Non-uniform Pension Plan administered by the Pennsylvania Municipal Retirement System, a summary applicable to the Ordinance follows:

AN ORDINANCE OF WILLIAMSBURG BOROUGH, BLAIR COUNTY, COMMONWEALTH OF PENNSYLVANIA, ELECTING TO AMEND ITS NON-UNIFORM PENSION PLAN ADMINISTERED BY THE PENNSYLVANIA MUNICIPAL RETIREMENT SYSTEM PURSUANT TO ARTICLE IV OF THE PENNSYLVANIA MUNICIPAL RETIREMENT LAW; AGREEING TO BE BOUND BY ALL PROVISIONS OF THE PENNSYLVANIA MUNICIPAL RETIREMENT LAW AS AMENDED AND AS APPLICABLE TO MEMBER MUNICIPALITIES.
